The Prime Minister just decided to approve the investment guideline of Bien Hoa - Vung Tau expressway construction investment project (phase 1) under the public-private partnership (PPP) form, with total investment of VND 19,616 billion.

The project objective is to meet the demand for transportation, reduce load and ensure traffic safety on National Highway 51; complete and put into synchronous operation expressways with high capacity, traffic safety and high speed on the transport corridor of Ho Chi Minh City - Vung Tau, bringing into full play the potential of Cai Mep - Thi Vai seaport, Long Thanh international airport, promoting socio-economic development of Dong Nai and Ba Ria - Vung Tau provinces in particular and the Southeast region in general.
Bien Hoa - Vung Tau expressway project has a length of about 53.7km. In which: the starting point is at the connection with National highway 1 bypass route through Bien Hoa city; the end point is at km53+700 intersecting National Highway 56 in Ba Ria city.
This expressway is built according to expressway standards, with a design speed of 100 km/h.
In phase 1, the cross section scale is from 4 lanes to 6 lanes in each section: the section from the beginning of the project to Long Thanh intersection (intersection with Ho Chi Minh City - Long Thanh - Dau Giay expressway) with 4 lanes; the section from Long Thanh intersection to Tan Hiep intersection (intersection with Ben Luc - Long Thanh expressway) with 6 lanes; the section from Tan Hiep intersection to the end of the project with 4 lanes.
It is expected that the Bien Hoa - Vung Tau expressway project will be implemented in the public-private partnership (PPP) form, BOT contract type. The time for investment preparation and project implementation is from 2021 to 2026.
Preliminary total investment of the project is VND 19,616 billion, including the investor's capital of about VND 12,987 billion, the State capital involved in the project is about VND 6,629 billion for compensation, site clearance and resettlement support.
The Prime Minister assigned the Ministry of Transport to be the competent authority for the Bien Hoa - Vung Tau expressway project.
This ministry is responsible for posting notices of inviting to survey the interest of investor for the project; preside over and coordinate with agencies and organizations in preparing a feasibility study report of the project, implementing the procedures for project appraisal and approval; organizing the implementation of the project in accordance with the approved planning and relevant laws.

Proposing the Government to approve the project to continue to construct 729km of North-South expressway
The State Appraisal Council recommends the Government to consider and approve the pre-feasibility study report of the East North-South Expressway project for 2021-2025 period with the goal of further investment in 729km of the expressway.
Minister of Planning and Investment Nguyen Chi Dung - Chairman of the State Appraisal Council - said that according to the result of written voting, 12 out of 14 members of the Council (reaching over two thirds of the members) agreed to approve the report on pre-feasibility study appraisal result of the East North-South Expressway project for 2021-2025 period.
In order to be on schedule to submit to the National Assembly for consideration and decision on investment guideline on the East North-South Expressway project for 2021-2025 period in the 2nd session, the upcoming XV National Assembly, the State Appraisal Council agrees to propose to the Government:
Consider and approve the project pre-feasibility study report at the request of the Ministry of Transport. Assign the Ministry of Transport to receive the opinion of the Appraisal Council and the opinions of members of the Government to complete the project pre-feasibility study report, act on behalf of the Prime Minister and the Government to submit to the National Assembly for consideration and decision on the investment guideline of the project.
Previously, on July 29, the Ministry of Transport submitted to the Prime Minister a pre-feasibility study report on the construction investment project of the East North-South Expressway for 2021-2025 period.
The project was proposed to be implemented in 12 provinces and cities: Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa; Can Tho, Hau Giang, Kien Giang, Bac Lieu and Ca Mau.
The project consists of 12 component projects with a length of 729km, including 9 investment projects in the form of public-private partnership (PPP), BOT contract type with a length of 552km, including the sections of Bai Vot - Vung Ang (Ha Tinh) with 90km long, Quang Ngai - Nha Trang (353 m) and Can Tho - Ca Mau (109km).
With 3 component projects of Vung Ang - Bung, Bung - Van Ninh and Van Ninh - Cam Lo sections (177km long) through Ha Tinh, Quang Binh and Quang Tri for 2021-2025 period, public investment in land clearance, resettlement and investment transition will be implemented for 2026-2030 period.
The sections of Bai Vot - Cam Lo, Quang Ngai - Nha Trang are cleared according to the scale of 6 express lanes, and Can Tho - Ca Mau section has 4 express lanes.
Preliminary total investment is expected to be VND 124,619 billion (including loan interest during the construction period), including: state budget capital of VND 61,628 billion, BOT capital of VND 62,991 billion.
